The national proposal
American Super Intelligence is a proposal to establish enduring national AI capacity—not a single chatbot, model or datacenter. AlphaBravo proposes a government-funded program combining public access to advanced intelligence, American model development, open-source releases, protected government capabilities, practical education, independent research and the infrastructure, energy and workforce needed to sustain them.
Government would direct the public mission and retain the rights, records and practical knowledge needed to continue the work. American companies, researchers, educators, skilled trades and public employees would contribute through defined responsibilities. The mature vision is a public resource people can use, institutions can build upon and future American teams can keep improving.
Building toward super intelligence
the program’s long-term ambition is to help America develop and benefit from increasingly powerful intelligence, with super intelligence as the research horizon. The public purpose is practical: help people learn more, enable businesses to build more and give researchers better tools to pursue difficult problems in science, health and energy.
The proposed path starts with LibertyGPT, smaller open-source models and education, while Liberty Frontier develops through staged research and evaluation. Government stewardship would retain the knowledge, infrastructure and rights needed to keep advancing. Each step would need to demonstrate useful capability and responsible operation; the proposal sets no date for achieving super intelligence. Explore the long-term vision →
The complete program, in one view
- Public access: LibertyGPT, a conversational service for learning, writing, problem-solving and coding, with Liberty Frontier as its flagship intelligence.
- Four model families: hosted Liberty Frontier; downloadable Liberty OSS; Liberty Gov for authorized agency work; and Liberty Sentinel for defense and national-security missions.
- An open foundation: documented model, code and research releases that universities, researchers, developers and American businesses can inspect, run and adapt under explicit terms.
- Education and workforce: program-developed courses for using LibertyGPT and other AI tools, from first use and role-specific work through application development, model science and national infrastructure operations.
- Infrastructure, energy and American work: six flagship AI campuses across the United States, each planned for hyperscale computing and continuing expansion, with dependable power and a skilled construction and operating workforce.
- Public stewardship and evidence: government direction, public rights, lawful data, privacy, security boundaries, independent evaluation, transparent costs and measured outcomes.
How delivery begins
Early delivery would establish LibertyGPT access, smaller Liberty OSS releases and the first American Super Intelligence courses while Frontier development advances through staged research, lawful data preparation, model training and independent evaluation. A person could learn to use AI through guided, practical exercises; a developer or university could build on a documented public release; and an educator could adapt reviewed course materials to a classroom or community.
Liberty Frontier would provide hosted flagship reasoning, coding and multimodal intelligence. Liberty OSS would provide public model tiers for different computing needs. Liberty Gov would support agency work using authorized information. Liberty Sentinel would support defense and national-security missions in separately controlled environments. Coding specialists and later image and voice development would proceed as separately funded, tested releases. Each family would have explicit access, release and operating rules.
LibertyGPT is the public service that brings suitable released capabilities into one experience; it is not another model family.
Why this matters to the nation
The goal is useful intelligence with public accountability and the domestic ability to improve it. Students, workers, researchers, businesses and public institutions would gain different routes into the same national foundation. Government would not depend on one supplier for the models, development knowledge or operating capability promised to the public. The National Science Foundation’s National Artificial Intelligence Research Resource already demonstrates a narrower national approach that connects researchers and students with computing, data, models, training and expertise; American Super Intelligence proposes to extend that logic into a broader public service and model program.
Infrastructure, model science, education, construction and continuing operations would develop American technical capacity as well as provide a service. Direct work would span site construction and commissioning, sustained facility operations, national technical teams and American suppliers. The expected benefits remain a thesis to test. Independent research would measure useful work, retained learning, accessibility, full costs, regional effects and adverse or uneven outcomes.
What delivery requires
American Super Intelligence proposes an initial network of six flagship AI campuses distributed across the United States, each intended to grow into a hyperscale computing center. The ambition is infrastructure at world-leading scale for frontier model development, scientific research, public AI services and separately controlled government missions. Six is the initial flagship target; additional regional service campuses would extend the network as demand requires.
The delivery strategy prioritizes concurrent development across all six locations, early operational capacity and rolling commissioning of substantial capacity additions. Each campus would be planned for sustained expansion and future generations of AI technology. Site-specific scale, workload mix and commissioning schedules may differ while all six retain the flagship ambition.
Delivery requires a government mandate, continuing funding, accountable governance, qualified people, lawful model-training data and enterprise-scale infrastructure for training and serving models. Demand will come from public LibertyGPT use, Frontier development, open-model research and separately controlled government missions. Planning would compare new or retrofitted flagship campuses and qualified leased or federal capacity for early service, while coordinating power, equipment delivery and construction across locations. Every site decision would examine computing, grid supply, solar, storage, potential nuclear SMRs, cooling, water, fiber, resilience, construction, staffing, full lifecycle costs and community effects against a feasible schedule.
Privacy, accessibility, dependable service, model evaluation and user support are design requirements. Supplier work would have explicit deliverables, public rights, acceptance criteria and knowledge-transfer obligations. Public, agency and national-security systems would retain separate information and authorization boundaries.
The next decision
Define an initial funded phase with agreed users, products, responsible teams, rights, procurement paths, an engineering and lifecycle-cost basis, and measurable acceptance criteria. That phase should deliver something useful while establishing the evidence needed for larger model, service, workforce and infrastructure decisions. Government leaders, delivery partners, researchers and educators have distinct roles in that work.
Infrastructure participation and investment in a separate commercial company have their own terms. Neither would confer ownership of the public model program.
Present status: American Super Intelligence is AlphaBravo’s proposal. Government authorization, funding, partners, sites and operating services have not been established. The commitments above describe the proposed program design.
