AMERICAN INTELLIGENCE. PUBLIC PURPOSE.A proposal by AlphaBravo

FOR GOVERNMENT

A national capability deserves a clear public mandate.

Examine the public purpose, the responsibilities government will retain, and the evidence needed to define the first delivery.

A public program and an agency capability

American Super Intelligence will give government two complementary capabilities: LibertyGPT for citizens and customized models for agency work. Hosted Liberty Frontier intelligence, Liberty OSS releases and education will serve the national mission. Liberty Gov will address agency needs using authorized information and private operating environments.

A public-service team will use Liberty Gov to locate approved guidance, prepare documents or support staff learning. Scientific agencies will develop models around their research tasks. Mission owners will define the information, performance and controls required. The U.S. Government Accountability Office found that reported generative-AI use cases across 11 selected agencies grew from 32 in 2023 to 282 in 2024, while agencies cited policy, technical-resource, budget and privacy challenges. GAO’s findings support treating capability, workforce and governance as one delivery problem.

What government will retain

Government will direct the program’s public purpose, funding and operating policy. It will retain the rights, records and practical knowledge needed to maintain the models and change suppliers. That stewardship will give America a durable role in shaping the path toward super intelligence and ensuring that advances serve the public.

Public model releases will have explicit rights and documentation. Frontier hosting will preserve government control over model development and operation, with an explicit policy for public access and release of model assets. Agency and national-security work will stay within separately authorized systems. Liberty Sentinel will address defense and national-security missions.

Decisions for the first phase

  • Public need: identify the first users and the services that will help them.
  • Authority and ownership: assign sponsorship, governance and operating responsibilities.
  • Delivery: define products, qualified teams, procurement and a defensible cost basis.
  • Acceptance: agree on performance, privacy, accessibility and learning outcomes.
  • Expansion: establish the evidence and funding needed to grow beyond initial delivery.

National capacity planning will account for the population served and expected demand. A focused pilot will provide evidence for a specific decision within that larger program.

Evidence for an investment decision

Technical, acquisition and budget teams will review the same delivery scope: outputs, rights, staffing, costs, assumptions and acceptance criteria. Independent evaluation will examine benefits and adverse effects alongside operational performance.

Start with the decision you need to make

A first discussion should identify the responsible organization, public need and decision to support. AlphaBravo will then help define the engineering, delivery requirements and cost basis for that decision.

Government sponsorship, authority and funding remain to be established.
